TEDA-Wind Energy

As an emerging pillar of TEDA, the new energy & new material industry is just like a spring shoot. Wind system and part suppliers such as Vestas, Dongqi Wind Turbine, Sibre, and Zollern have made up a complete wind energy industrial chain in the region. The presence of green energy pioneers such as Kyocera, Qingyuan Electric Vehicle, Toho Lead Recycling, and Motimo makes this eco-friendly and livable new city greener.

At the beginning of 2009, TEDA came up with the roadmap to jointly build a Sino-Japanese Cooperation Low-carbon Economy Model Zone (which will involve more international partners in the future) and provide a platform for low-carbon ideas, solutions and technology home and abroad. The ultimate purpose is to introduce and foster advanced energy-saving and environmental technologies, gather more low-carbon solutions and services, and strike a balance between economy and environment.

TEDA will redouble its efforts to bolster the wind energy industry, and bring in more production facilities for key wind energy parts like wind turbine, blade, gearbox, generator, bearing, yaw control, and control system. Leading wind energy research institutions and service providers are also highly welcomed. Crystal silicon and film solar cell will be another priority. Low-carbon applications like the integration of architecture and photovoltaic technology, photovoltaic LED illumination, and photovoltaic power station will be encouraged. Hybrid vehicle producers will be invited to settle down and release their latest products in the region. A capacity-building campaign will be launched to improve the R&D for new energy in TEDA. Industry leaders such as Vestas will be encouraged to set up R&D centers here to uplift innovation and global competitiveness. At the same time, suppliers of hydrogen energy, geo-thermal energy, and nuclear energy will find TEDA an ideal place to grow up because it is planned as a pacesetter in China and a first-class new energy cluster in the world marked by advanced technology, quick access to the overseas market, considerable scale, and complete product portfolio.

Tianjin's Economic Growth Engine
In 2011, TEDA's total industrial output value hit 610.284 billion yuan, contracted foreign captial USD 6.31 billion, export value USD 19.846 billion, respectively accounting for 28.3%,37.5% and 44.6% for Tianjin's total.


   

Wind Energy Market of China

Rich Wind Resource
China boasts vast land mass and long coastline, thus she is exceptionally rich in wind resource.It is estimated that about one billion kw of wind resource waits to be tapped along the grassland and Gobi Desert of China's northern, northeast and northwest regions, Tibet and the southeast coastal regions.



Fast Growing Wind Energy Installed Capacity
China's wind energy market is enjoying the fastest growth in the world. In the past four years, it experienced average annual growth rate of over 100%. In 2007 China saw the increase of 3,144 wind energy installations, with installed capacity of 3,287 MW, a growth of 145.8% over the same period of last year. Accumulatively wind energy installations have reached 6,458, wind farms 158, installed capacity of 5,890 MW, a growth of 126% over the same period of last year.



Spectacular Prospects
In Febrary of 2005, the Chinese government promulgated Renewable Energy Law and put it into effect in January of 2006. The legal document has made clear rules regarding grid connection for renewable energy, payment and cost sharing , etc.
In 2007 The National Plan for Renewable Energy Development was issued and it aims to increase the share of renewable energy to 10% of the total primory energy consumption by 2010 and 15% by 2020.
In 2008 The Eleventh Five Year Plan for Renewable Energy was released. It targets to increase China's wind energy installed capacity to ten million kw by 2010 and will put in special effort to build thirty large wind farms of over 100,000 kw and five wind energy bases of one million kw. By 2020, it aims to increase China's total wind energy installed capacity to thirty million kw.
The Chinese Renewable Energy Industry Associaton (CREIA) has made quite optimistic forecast of increasing China's wind energy installed capacity to 20 GW by 2010 and 50 GW by 2015, based on the current growth rate.

 

 

Wind Energy Sector In Tianjin

Investment by Famous Global Producers of Wind Energy Equipment
 

Vestas launched production in June of 2006. It mainly produces 2MW and 39.5 m long wind turbine blades to supply China and other Asian countries. The phase II, which started in 2007, will ultimately reach annual production capacity of 1,200 blades.
 

Gamesa began production in July of 2006, with annual production capacity of 700,000 kw of wind turbines. In 2007, it put in another investment of 35 milllion Euros for production expansion.
 

Suzlon initiated operation in March of 2006. It is the largest project funded by India in China. It mainly produces and assembles wind turbines, with an annal production output of 800,000 kw.
 

LM entered Tianjin in 2001, mainly supplying to the Chinese and Asian-Pacific market wind turbine blades.
 

Tianjin Dongqi Wind Turbine Blade Engineering Co.Ltd. was incorporated in April of 2007. Its phase I has a production capacity of 600 sets of 1.5 MW wind turbine blades, and phase II has assembling capacity of 100 sets of 2.5 MW wind turbine blades and 50 sets of 5MW wind turbines.
 

Tianjin Dongqi Wind Turbine Technology Co.Ltd. began its construction in 2008 and it is expected to produce 150 wind turbines of 1.5MW in 2009 and 300 wind turbines of 1.5MW and 200 wind turbines of 2.5 MW in 2010. The annual production capacity of the company is designed to be 1,000.

Major Preferential Policies


----Land Rent Subsidy
Land rent subsidy shall be provided for a wind energy equipment producer newly incorporated in TEDA for purchasing land for production within TEDA, in accordance with the scale and density of its investment and its project quality.

----Factory Building Rent Subsidy
Rent subsidies shall be provided for different categories of wind energy equipment producers newly incorporated in TEDA for the lease of standard factory buildings within TEDA.(The maximum subsidy will be 15 yuan /m2 per month). Such a producer shall enjoy a full subsidy in accodance with the standard agreed on between the producer and the TEDA competent authority for one year since the date of the lease and a 50% subsidy in the following two years. The maximal subsidized area of leased standard factory buildings is 4,000 m2.

----Loan Interest Subsidy
A technology-intensive wind energy equipment producer, upon the appraisal of the TEDA competent authority, shall enjoy a subsidy of a maximum of 50% of the annual interest rate (calculated at the benchmark interest rate) of their loan for investment in fixed assets. However, the subsidy shall not exceed 50% of the recipient's contribution to the disposable revenue of TEDA of the same year. The maximal time limit for enjoying the interest subsidy shall be three years and the accumulative maximum shall be three million yuan.

----Incentives for R&D Institutions
Financial support of 500,000 yuan to one million yuan shall be granted to a non-independent R&D institution(affiliated to various production-oriented businesses) engaging in the development of a product or technology falling into the encouraged hi-tech sectors receiving TEDA's priority support.

Financial support of five million yuan at the maximum shall be provided for a foreign-funded R&D institution with an independent legal person entity, whose investment shall be at least USD five million and who engages in the product and technological R&D in a hi-tech sector receiving priority support of TEDA.

----Rewards on Technological Achievement Transfer
A financial reward equal to 5% of the transaction value of an independent hi-tech achievement transfer within TEDA by a R&D organization with independent legal person entity shall be granted after the successful commercialization of the achievement.The maximum of the financial reward shall be one million yuan. However, such a reward shall not be granted to technological transfer between related organizations.

----Rewards to Senior HRs
A financial reward equal to 80% of the annual individual income tax paid to the local government of TEDA shall be granted within a period of five years to a top notch talent, highly skilled HR, technician earning annual salary of above 50,000 yuan and managerial staff earning annual salary of obove 80,000 yuan.

----Apartment and Housing Subsidy
TEDA shall provide senior managerial staff and technologial staff apartments or housing subsidy for two years.

----Rewards for Setting Up a Postdoctoral Station and Postdoctoral Innovation Base
TEDA encourages businesses and R&D organizations to set up postdoctoral stations or postdoctoral innovation & practice bases. Financial support of 50,000 yuan shall be granted for the R&D work of a postdoctoral station and 30,000 yuan for a postdoctoral innovation& practice base.
